Go to → sarathi.parivahan.gov.in
Select your State from the list. - New Application
Click on Learner Licence → Application for New Learner’s Licence.
Fill Form 2 (personal details, vehicle class you want to learn, etc.). - Upload Documents & Pay Fees
Upload scanned documents (Aadhaar, PAN, etc.).
Pay fees online (₹150–₹300 approx. depending on vehicle class and state). - Book Slot for Learner’s Test
Book appointment for Online Learner’s Licence Test (STALL) or offline at RTO (many states offer online test). - Appear for the Test
- Online Test (in selected states): multiple-choice questions on traffic rules, signs, etc.
- Pass and download/print Learner’s Licence (Form 3).
- Visit RTO (if required)
Carry originals for verification. In many cases, you get the digital/printable LL immediately after clearing the test.
- Proof of Age (any one): Birth Certificate, 10th Marksheet, Passport, Aadhaar, PAN.
- Proof of Address (any one): Aadhaar, Voter ID, Passport, Electricity Bill, Rent Agreement.
- Proof of Identity: Aadhaar, PAN, Voter ID, Passport.
- Passport-size photographs (2–3).
- Form 1 (self-declaration of fitness).
- Form 1A (medical certificate) — required if age ≥40 or for commercial vehicles.
- Mobile number & email linked preferably with Aadhaar for OTP.
- Learner’s Licence (one vehicle class): ₹150–₹200
- Additional class: Extra ₹50–₹100

- Online Test: Available in many states — prepare with official RTO handbook or free mock tests on driving-tests.in.
- Name, DOB, and address must match exactly with Aadhaar to avoid rejection.
- After getting LL, you must wait 30–45 days (in most states) before applying for Permanent Driving Licence (DL).
- Track application status using Application Number on the same portal.
